I noticed that the tortoises in my garden eat the new growing pads, but not the mother pad of the prickly pear cactus, seems like some kind of natural pruning to encourage vertical growth🤔, since the tortoises can not reach the upper new pads.

They could be pest or pet, depending on the damage to plant, if they ate the prickly pear mother pad I will consider them as a pest, like a giant snail with four legs 😁
